Clean Air

President George W. Bush discusses his Clear Skies Initiative in the East Garden Tuesday, Sept. 16, 2003. The initiative mandates a 70 percent cut in air pollution from power plants over the next 15 years, including the first-ever national cap on mercury emissions.
