President George W. Bush signs H.R. 1593, the Second Chance Act of 2007, during a ceremony Wednesday, April 9, 2008, at the Eisenhower Executive Office Building. The Second Chance Act aims to reduce prison populations and corrections costs by reducing the recidivism rate. The bill provides Federal funding to develop programs dealing with job training, substance abuse, and family stability, as well as for employers who hire former prisoners.
