Mary Catherine Andrews, Director of the Office of Global Communications

Mary Catherine Andrews is Special Assistant to the President and Director of the White House Office of Global Communications. Before being named to her current job in January 2004, she was the Deputy Director of the office. She joined President Bush.s administration in February 2001 as the Director for Democracy at the National Security Council.

Previously, she ran the Aspen Strategy Group, a foreign policy program of the Aspen Institute. In the 1990s, M.C. held positions with several non governmental organizations advocating democracy and political development in transition countries. She was the Program Officer for Eastern Europe and the Balkans at the International Republican Institute, Director of the Open Society Institute Macedonia, and a Senior Consultant to the International Foundation for Election Systems. She held senior positions at two multilateral organizations: as Advisor to the Central Europe Director at the World Bank and as Elections Director for the Organization on Security and Cooperation in Europe. From 1986 to 1990, she was on the Washington, DC, staff of Congressman Cass Ballenger, where she served as a foreign policy and press aide during her tenure.

She has authored and edited a number of books and articles on American foreign policy, democracy, and Eastern Europe. M.C. has observed more than 60 elections in 11 countries. She received a Bachelor of Arts degree from Hollins College and a Master of Public Administration from Harvard University.
