C. Stephen Allred was confirmed by the United States Senate as the Assistant Secretary for Land and Minerals Management on September 30, 2006. Steve retired as the Director of the Idaho Department of Environmental Quality on June 30, 2004, after a career which included over 40 years of public and corporate experience. He was appointed to this position by Governor Dirk Kempthorne in July 2000, having served as administrator of the Division of Environmental Quality from January 1999 until it became a state department.
As Director, he was responsible for leading efforts to preserve the quality of Idahos air, land and water for use and enjoyment today and in the future. He was named one of Governing magazines Public Officials of the Year in 2001 for his success in transforming DEQ into a more efficient and well-respected agency.
While at DEQ, Mr. Allred served at the request of the Governor on a number of state commissions, including the Western States Water Council, the Basin Environmental Improvement Project Commission, the Pesticide Management Commission, and the Idaho Rural Partnership.
An Idaho native, Mr. Allred earned a Bachelor of Science Degree in Agriculture Engineering and Master of Science Degree in Water Resource Engineering from the University of Idaho. He now serves as a member of his alma maters Deans Advisory Board, Biological and Agricultural Engineering Board, and Idaho Research Foundation, Inc.
After receiving his Bachelors Degree, Mr. Allred worked as a civil engineer for the California Department of Water Resources, where his responsibilities included environmental project management.
In 1967, after earning his Masters Degree, he served in various positions within the Idaho Department of Water Resources and its predecessor agencies before becoming its director, a position he held until 1981.
For the next 17 years, he was employed with Morrison-Knudsen Corporation. His responsibilities included marketing, planning, scheduling and managing complex engineering and construction projects ranging from mining and heavy construction to industrial and environmental activities.
As president of Morrison-Knudsens Environmental and Government Services Group, Mr. Allred was responsible for executive management, profit and loss, sales and marketing, and operating activities. Under his leadership, the in-house consulting group blossomed, with more than 2,500 full-time employees, projects located worldwide, and annual revenues of more than $500 million.
He and his wife, Sally, have two grown children. |
