Appointee Directory View:   Rich McKeown -- Department of Health and Human Services Chief of Staff, HHS Rich McKeown joined Secretary Mike Leavitt at the Department of Health and Human Services as his Chief of Staff commencing with Secretary Leavitt's appointment and confirmation in January 2005. From November 2003 until January 2005, Rich served as Senior Counselor and Chief of Staff to Administrator Leavitt at the Environmental Protection Agency. Rich commenced his time in public service in the State of Utah. From 1999 - 2003, he was the Chief of Staff to Governor Mike Leavitt. He also served as Commissioner of the Utah State Tax Commission from 1996 - 1999. Rich's background is in education and the legal profession.
