OPM Human Resources Line of Business Estimates To Save Taxpayers $1.1 Billion Over 10 Years

Washington, DC - United States Office of Personnel Management (OPM) announced today, the Human Resources Line of Business (HR LOB) has made significant progress on defining cross government requirements and solutions to transform HR systems. The Office of Management and Budget estimates it will save the taxpayers at least $1.1 billion over the next ten years, while improving the efficiency and effectiveness of Human Resource transactions and administration.

"Real solutions to real problems with real results, that’s what these new human resource (HR) systems will provide for the Federal workforce and the American people," OPM Director James stated. "When you make it work faster, more accurately and for less money, that’s when the best and the brightest who work for America really shine.quot;

Over the last ten months, OPM formed and led an inter-agency task force of twenty-two agencies that defined the vision, goals, and objectives of the HR LOB. This task force formulated the common solution, target architecture and supporting business case for the Human Resources Line of Business. The common solution is a market-driven approach where service providers competing for government business are driven to provide the best services and most innovative solutions at the lowest cost. The HR LOB initiative will establish government-wide shared Service Centers to provide business and technology solutions to support multiple agencies.

During the second half of 2004, OPM has been sponsoring a number of multi-agency workshops to continue the refinement of the business processes in the Human Resources Line of Business. The purpose of these Process Verification and Validation (V&V) workshops is to improve the human resources baseline processes and sub-processes and to define the Business Reference Model (BRM) for the HR LOB. The collaboration achieved during the workshops is a model for the development of HR systems.

Over time, the majority of the core functions within HR will be folded into a framework of clearly defined solutions. These solutions should facilitate the Federal government to standardize HR business functions and processes as well as the systems that support them.
