President Bush Announces Two Individuals to Serve in His Administration
President George W. Bush today announced his intention to nominate one individual to serve in his administration and his intention to appoint one individual to serve.
The President intends to appoint Carlos M. Ramirez to be Commissioner of the United States Section of the International Boundary and Water Commission for the United States and Mexico. Ramirez is currently serving his second term as Mayor of El Paso, Texas. He was the owner of Ramirez Enterprises from 1993 to 1997 and served as the Executive Assistant to the Mayor of El Paso from 1991 to 1992. He received both his undergraduate and Master's degrees from the University of Texas at El Paso.
The President intends to nominate Robin L. Higgins to be Under Secretary of Veterans Affairs for Memorial Affairs. She is currently the Executive Director of the Florida Department of Veterans Affairs and served as Deputy Assistant Secretary for Veterans' Employment and Training at the U.S. Department of Veterans Affairs under former President Bush. She is a twenty-year veteran of the Marine Corps, during which time she served as the Chief Spokesperson for the Commandant and head of the Public Affairs Division's media branch at Marine Corps headquarters. She is a graduate of State University of New York at Oneonta and received a Master's from Long Island University.
